THURSDAY NIGHT OAKS MEN'S LEAGUE RULES


GOLF RULES:


1. Matches will always be played head-up with your opponent. Sign up at the desk only after all members of both teams are in the parking lot. Tee off in the order of names listed on the sign-up sheet. Last posted tee off time shall be before 5:30 pm. If a group signs up and all the members are not present, then group must wait until all other groups in the league have teed off.

2. Dues must be paid during first two weeks of league play. Failure to do so will result in the names of the delinquent members being displayed noticeably on the club house bulletin board. The league handicap officer is exempt from paying the league dues.

3. Substitutes may play in a play-off, for a regular team member of a play-off team, if the substitute has an established handicap.

4. No mulligans.

5. Winter rules apply only on open fairway shots. Ball may not be touched while in the rough, unless declared an unplayable lie.

6. Lateral water hazards are the creek on #1 and #3 and also the pond on #4. Counting one stroke penalty, you may move the ball two club lengths back of the hazard not nearer the hole or hit another ball from the original spot.

7. On hole #9, out of bounds is the ground east of creek and also outside north restraining fence. Creek behind #9 green is played as a water hazard.

8. May lay two clubs away from fence on holes #9 and #4 only, not nearer the hole. No penalty.

9. A ball on bridge or on asphalt west of bridge may be laid back in line of flight no nearer the hole without penalty.

10. Relief from pump house on #9, cart sheds on #9, and structure in #5 fairway about 20 yards in front of ladies tee is to lay ball back in line of flight no nearer hole. No penalty.

11. Lay away from small, new trees no nearer hole without penalty.

12. Local Oaks Golf Course rules prevail if not overruled by above rules.

13. All USGA rules apply unless changed by above rules or Oaks Golf Course rules.

14. League play will not be called off for rain, wind, or other adversity until 4:30 pm or later.

15. If at least 70% of the teams have completed play on a league night when league play is called off, the remaining teams have until the following Monday to complete their match. A team should play against their opponents. If that is absolutely impossible then they must play with at least one other league member, that is not a member of this team. The play is begun where ended on the canceled night with the same players on the team. The score must be attested to by a non-team member playing with them.

16. Final playoff between the first and second half winners is 18 holes with doubled handicaps. All other playoffs are 9 holes. Each player of the first half winning team must use the lower of their handicap at the end of the first half or at the end of season when playing the second half winner for the league championship. The wining team from the first half is eligible to win the second half. If the same team wins both halves, then the second place team from each half play each other in a nine hole playoff for the league's runner up champion. In this case use handicaps established at the end of the season.

17. All putts will be putted out. You may not concede putts to your opponent.

18. Flags for a hole must be signed before proceeding to the next hole. A player may not go back and sign a flag after teeing off on the next hole or finishing the round.

19. Any golfer 65 years old or older may use the "Senior Tee" on hole #5. Though there may not be tee markers there, the "senior" tee is the first flat area at the crest of the hill near the cart path about 2/3 the way towards the women's tee from the normal men's tee.

SCORING RULES:


1. During a match, for a team to be valid, at least one player representing the team, regular or substitute, must be present. Only a valid team may score points. Points are awarded for each head-up player match, as well as, for the team head-up match.

2. The following table lists the possible match-ups:

AH or BH - player with high established hdcp (reg. or sub.)

F - forfeit, no player showed to play
(flip) - means to flip a coin to see who plays who

Always flip a coin to determine who plays who when players on the same team have identical handicaps.

3. If neither team shows up for a match, this is considered a double forfeit. Neither team is awarded any points.

4. To score any points, the team must complete nine holes and turn in a completed score card.

5. If a night is declared a "rain out" by the league officers, no scores will be accepted or points awarded for that night. The matches are not made up.

6. After playing the match, subtract each player's handicap from that player's stroke total for the round; this is the player's net score. Points are awarded by comparing head-up net scores. Two points will be awarded the player with the lowest net score. On ties, each player is awarded one point. If a player is playing against a forfeit he is awarded two points. A forfeit against a forfeit is not considered a tie, no points are awarded. Each team net score is the total of its two players net scores. Two points are awarded the team with the lower team net score. Use a net score of 999 for any player that forfeited. Each team gets one point if the team net scores are tied. No team points are awarded if no one played for either team in a match. The total team's points are the sum of the two head-up players' points and the head-up team points.

MEMBERSHIP RULES:


1. League members from preceding year will be given first choice to play the following year.

2. If a team loses a member, the remaining member may choose any teammate he desires, even a person who has never played in the league previously. No existing team may split up and ask non-regular members as teammates.

3. Substitutes from the preceding year that have played three times or more in the previous year will be second in line to fill any team slots or partial teams. They are asked in order of the number of times they played in the preceding year.

4. If the above rules do not fill the league roster, then players will be added in the order in which they requested admission to the league.

5. A new member or substitute must be male and at least sixteen years of age.

6. Forfeits will be considered unexcused if the team does not call the golf course by 5:30 pm of the day of play or personally contact their opponents within 30 minutes after their posted tee time.

7. A player will be asked to drop from the league after two unexcused forfeits.

HANDICAP RULES:


A regular player's handicap will be 95% of the player's average differential. A differential equals scratch score minus 34. Average differential equals sum of usable differentials divided by number of differentials used.

All scores played against an opponent count towards a player's handicap. Score played against a forfeit are not counted in the handicap. After posting two scores this year, each subsequent posted score replaces the lowest remaining score carried over from last year. Last year's carry over scores consist of a maximum of five scores centered around the median score. Last year's scores are only carried over if the player, regular or substitute, played at least three times.

A substitute's handicap for the first two contests will be calculated by first taking 70% of the result of that night's score minus 34, then adding 0.5 to the result and dropping any remaining fraction amount. For example, if the substitute shot a 42, then 70% * (40-34) = 4.2, adding 0.5 gives 4.7, and finally dropping the remaining fractional amount leaves 4. A substitute will get a regular handicap after playing two rounds.

Handicap is capped at 18 for the first 5 recorded rounds. Thereafter the handicap can fluctuate according to the existing handicap formula. This still can result in a handicap higher than 18, but there will be more scores to "backup" the higher handicap.
